caveat emptor

Sometimes working in court is kind of depressing. The cops here do this thing where they go up to someone on the street in plain clothes (try to pick someone who looks like they use crack) and hand them $40 and ask if they can get some crack. If the person comes back with crack, arrested for dealing, if they don't (more often) they're arrested for stealing $40. Seriously, what indigent person WON'T take $40 off someone stupid enough to hand it to them?
